DKOA_D2382_Bokamoso Notice Second Public Meeting

Like myself other Interested and Affected Parties (I&APs) have been asking for a progress report and other information regarding the second public meeting being called by Bokamoso.

Unfortunately Bokamoso has subjected us to an 'information blackout' and we do not have the answers. This is not typical of the way Bokamoso handles projects and gives cause for concern.

At the last meeting we had with Bokamoso we made it VERY clear that certain matters needed to treated as 'extremely' urgent and that we wanted to be kept up-to-date with ALL relevant correspondence. see TIMELINE URL: http://www.salbu.co.za/road/Road_D2382_TimeLine.html

Clearly Bokamoso has NOT kept us updated with key correspondence, that we expect to find on their D2382 file, with Gautrans and GDACE nor have they responded to our e-mail requests for more information.

In particular we have made the following requests:

 - please supply the agenda for the meeting.

  - there is outstanding info which you promised,
    at the meeting in Mr Larsen's offices,
    could you please supply it to us.

  - have the GDACE questions from Dec-2005 been addressed ?
    Please supply the info.

Perhaps these and other outstanding matters will be addressed at tonight's meeting.

Comments with regard to the above matters:

A) We need to have sight of the official Gauteng Strategic Road Plan.

B) Appoint an Independent Specialist Consultant to advise us on the way forward. 

C) Have a clear understanding or our rights and obligations in terms of current legislation.

D) We are still trying to get Bokamoso to reply to recent URGENT e-mail letters and minutes of our last meeting with regard to D2382 Matters.

As soon as we get a definitive response from Bokamoso we will circulate a comprehensive followup e-mail.

New toll plan for Gauteng roads

Johannesburg - A new toll system is to be established on Gauteng roads, said the province's transport department on Thursday.
"We are going to toll as part of the freeway improvement plan," said MEC Ignatius Jacobs.
The department would be engaging the public to debate the issue early next year.
Jacobs said the toll system would not operate like the present systems, but would be electronic.
"It will be like your cellphone. You pay as you go," he said.


3) Plans for another highway between city and Joburg

Anyone who travels between Johannesburg and Pretoria during peak hours can attest to the nerve-wracking traffic congestion experienced there daily.

But if everything goes according to schedule, plans by the Department of Transport and its National Roads Agency (NRA) to start building a new highway parallel to Ben Schoeman could start as early as 2008.

The new highway called the G9 - previously known as the PWV9 - was first dreamt up during the 70s and it is hoped it will alleviate congestion on the Ben Schoeman highway, which currently carries between 120 000 and 180 000 vehicles each day.

NRA project manager Alex van Niekerk said designs for the highway are "quite far" advanced, but environmental assessments and public participation need to take place before construction can begin.

Three more highways are also being planned for Johannesburg.

The G5 will link the East Rand with the West. It will start near Olifantsfontein near the R21 and will link up with the G9.
The G14 will start at the East Rand Mall. It will extend the R21 to link up with the M2 towards Johannesburg.
The M17 will start on the West Rand near the N1 and run past Soweto.

Van Niekerk says all the routes have been planned since the 70s. "It takes time. Even now, we can't say for sure that plans are fixed because there are still many processes which must be followed," he said.

In the meantime, as part of Public Transport Month, Gauteng transport MEC Ignatius Jacobs last week announced a pilot project aimed at easing traffic congestion on the N1. It will come into effect on October 23. In the project the right-hand lane will be made a high-occupancy vehicle lane.

NRA head Nazir Ali said the dedicated lane was intended to encourage motorists to share transport or make more use of public transport.

"The dedicated lane will not be open to heavy freight vehicles."

Another key activity planned for Public Transport Month is Car Free Day on October 20. Motorists are encouraged to walk, use bicycles and other forms of sustainable transportation.
