Please take note that M&T Development (Pty) Ltd has submitted an appeal in terms of section 35(3) of the Environment Conservation Act 73 of 1989 and / or section 43(2) of the National Environmental Management Act 107 of 1998 against the decision of the Head of Department of the Gauteng Provincial Department of Agriculture, Conservation and Environment, Dr ST Cornelius, to refuse to approve a layout plan relating to Phase 3 of the above Project – Irene X 70 GAUT002/05-06/1013. Additional information has been submitted in support of this appeal with regards to proposed ecological corridors.

The appeal document and supporting information will be available at the offices of Bokamoso Environmental Consultants as of 30 days of the date of this notice. BACKGROUND INFORMATION  -  Gaut: 002/05-06/1013

Environmental Scoping Report For The 5 O’Clock Site                                        
1. INTRODUCTION                   
 
Irene Realisation Company (Pty) Ltd is planning a land development to be known as
Centurus on the 5 O’Clock Site (Irene extension 70: Portion 198 of the farm Doornkloof 391
JR and part of the remainder of Portion 335 or the farm Doornkloof 391 JR). The application
is done in terms of section 96(1) of the Town Planning and Townships Ordinance, 1986
(Ordinance 15 of 1986). 
 
The application is for the establishment of a township consisting of 753 erven respectively
zoned for:
 
• “Residential 1” (664 erven)
• “Residential 2” (31 erven)
• “Special” for “Residential 2” (2 erven)
• “Special” Offices, Light Industries, Showrooms, Warehouses, Laboratories, Computer
Centres, Wholesale Trade, Service Industries, Shops, Hotel, Place of Amusement,
Restaurants. Gymnasium, Cafeteria, Medical Suites, Banks and Building Societies,
Institutions, Sport and Recreational Facilities, Place of Education (2 erven)
• “Special” for Shops, Showrooms, Places of Amusement, Restaurants and Offices
subservient to the main use (1 erf).
• “Special” for Sport and Recreational facilities and Clubhouse (5 erven)
• “Special” for access (5 erven)
• “Special” access control (5 erven) and
• “Private Open Space” (38 erven)
 
The study area is located in the area of jurisdiction of the Tshwane Metropolitan
Municipality in Gauteng Province.


In terms of the implementation of the regulations under Section 21 and 26 of the
Environmental Conservation Act, 1989 (Act No. 73 of 1989) an Environmental Impact
Assessment Process is required for the above-mentioned project, due to the fact that the  
proposed activities are listed activities (rezoning from agriculture to any other use,
upgrading of a provincial road, upgrading of external services) The purpose of this process
is to determine the influence of the proposed development on the surrounding
environment. 
 
The applicant therefore appointed Bokamoso Landscape Architects and
Environmental Consultants
, to compile an Environmental Scoping Report/ Mini EIA
for the proposed development.
 
2. LOCALITY
 
See Figure 1 for Locality Map and Figure 2 for Aerial Map
 
The site is situated on Portion 198 of the farm Doornkloof 391 JR and forms part of the
remainder of Portion 335 or the farm Doornkloof 391 JR. The N1 forms the northern
boundary of the study area, the railway line to the east of Irene forms the western
boundary of the study area and Nellmaphius Drive together with Pierre van Ryneveld x 13,
14, 15, and Irene x 55 forms the eastern and northeastern boundaries of the study area. 
 
The 5 O’Clock Site is approximately 277 hectares in extent.
