NOTICE OF AUTHORIZATION
IN TERMS OF THE ENVIRONMENTAL IMPACT
ASSESSMENT REGULATIONS, 2006

Notice is given that, in terms of regulation no. R385 published in the Government Notice no. 28753 of 21 April 2006 of the National Environment Management Act, 1998 (Act No. 107 of 1998) the Gauteng Department of Agriculture and Rural Development has granted Authorization for JR 209 Investments (Pty) Ltd to undertake the following activities:

Project description:
Construction of a provincial road to be known as R21 Expressway North Road that will link the R21 Expressway South and the existing Plane Road. The involved section of the R21 Expressway North is approximately 960 m in extent, on Portion 17, Portion 20 and the Remainder of Portion of Portion 12 of the Farm Sterkfontein 401 JR and Portion 3 of the Farm Witkopies 393 JR, (Gaut 002/07-08/N0655).

PWV/K27/Expressway Interchange which links PWV5/K27 road and Expressway. The proposed interchange will be located on the Remainder of Portion 13 on the Farm Sterkfontein 401 JR and the remainder of Portion 3 of the Farm Hartebeesfontein (Gaut 002/07-08/N0654).

Township development (Glen Fountains Proper/Junction 21 Township 2) which comprises of ‘Special” for residential units. Offices, shops, showrooms, services industries, medical suites, restaurants, place of instruction, private sport, recreation clubs, place of public worship, community hall, library, place of amusement, post office, banks, hotel, guest house, conference facilities, crèche, gymnasium, nursery, public open space, private open space, access control, engineering uses, ancillary and subservient to the main use; : Special for industrial uses/buildings, offices and showrooms; “Business 1”; Residential (18 units per hectare); Residential (60 units per hectare); Open space and streets on part part of Portion 8 and part of the Remainder of Portion 3 of the Farm Hartebeesfontein 17 IR and Portion 50 of the Farm Olifantsfontein 402 JR. (Gaut 002/07-09/N0922).

Bulk Water System Supply which entails construction of two reservoirs and a pipeline to supply on Portion 2 and 28 Witkoppies 393 JR and Portion 11 and the Remainder of Portions 12 and 13 of the Farm Sterkfontein 401 JR for the proposed Twenty One Development. The pipeline is approximately 5 km in length. (Gaut 002/07-09/N0922).

Township development to be known as Twenty One Township 3 comprising of Light industrial; Offices, Mixed use; High density Residential; Medium density Residential and Green Open Space on Part of the remainder of Portion 3, Portion 10 and portion Portion 15 of the Farm Hartebeesfontein 17 IR; Portion 48 of the Farm Olifantsfontein 402 JR, Part of Portion 14, Part of the remainder of Portion 12, Part of the remainder of Portion 13, Portion 11, Part of the remainder of Portion 12 and Part of the Remainder of Portion 6 of the Farm Sterkfontein 401 JR. (Gaut 002/08-09/N846).

The total size of the site is 1636.4522 hectares in extent.

According to Regulation R385 Section 62(1) the notice of intention to appeal must be submitted within 10 days from the date of this notice. Thereafter according to Regulation R385 Section 64(1) appeals must be submitted to the relevant department within 30 days of the lodging of the notice of intention to appeal.

The notice of intention to appeal must be lodged no later than 23 January 2011.
