Draft Basic Assessment (BA) Report available for public review from Wednesday,
11 November 2009 to Friday, 11 December 2009
Strategic Environmental Focus (Pty) Ltd (SEF) would like to thank all the interested and affected
parties (I&APs) who have submitted comments during the initial phase of the Basic Assessment
process and for their time and effort to participate in the project. Rest assured that all the
comments raised were passed on to the technical specialists for investigation and captured in an
Issues and Response Report.
The Issues and Response Report forms part of the Draft BA Report, which is available for public
review from Wednesday, 11 November 2009 to Friday, 11 December 2009 at local venue in
the area (see Table 1 below) and on the SEF web site (see below for more information).

The Draft BA Report will be available on request from the Public Participation Office or,
alternatively, you can visit SEF’s website at http://www.sefsa.co.za. To register as an I&AP or
comment on the project, click on “Stakeholder Engagement”. Click on the “register” button and
complete the compulsory fields to register as an I&AP. On completion of these fields, you will
receive an email titled “Stakeholder Engagement – New Registration”. Click on client login
and use the emailed details to login in and view the 500921 Basic Assessment Process -
Gilimead Industrial Development and associated appendices. Should you have any problems
in obtaining the information from the Internet, please feel free to contact SEF for assistance.

enclosed with the report and leave it in the report or return it to the Public Participation Office

As you are aware, Urban Dynamics Gauteng Inc proposes to establish an
industrial and commercial development on Portion 102 of the Farm
Doornkloof 391 JR as well as on Portions 16 & 19 of the farm
Sterkfontein 401 JR Holdings 1 to 16 Gillimead Agricultural Holdings,
North East of Clayville between Johannesburg and Pretoria, West of the
R21, Kungwini Local Municipality Gauteng.
Strategic Environmental Focus has been appointed to facilitate the
Environmental Impact Assessment for the proposed development in terms
of the National Environmental Management Act (Act 107, 1998). The aim
of this process is to ensure that potential environmental impacts are
taken into consideration, to ensure public participation, and provide
decision makers with sufficient information to make an informed
decision on the proposed development.
As a key stakeholder in this project, we value your participation. We
therefore have pleasure in inviting you to a focus group meeting. The
main objective of the meeting will be to provide background and
introduce the project to the national, provincial and local authorities
and service providers/Steering Committee/adjacent
landowners/non-governmental organizations/Interested and Affected
Parties and to present and discuss the Environmental Impact Assessment
process, as well as for stakeholders to provide comments for enhancing
the process.
The focus group meeting will be convened as follows:

From the R21 take the Irene Rietvlei Dam off-ramp, drive in an easterly

Rietvlei Nature Reserve, turn left and follow the road up the hill to
the Main Gate.

This letter serves to rectify our previous correspondence dated
Wednesday, 23 July 2008. Please be advised that the project description
on the locality map was incorrect. Attached, please find the correct
locality map.
Urban Dynamics Inc proposes to establish an Industrial and Commercial
development on Portion 102 of the Farm Doornkloof 391 JR in Gilliemead,
North East of Clayville between Johannesburg and Pretoria, west of the
R21, Kungwini Local Municipality, Gauteng.
Please note that a separate Environmental Impact Assessment (EIA) is
being conducted for the properties located directly south of Portion
102. The aforementioned EIA process is currently in its Scoping Phase
and the draft EIA report will be made available for public review in
the near future. Please note that although two separate applications
are being submitted to the environmental authorities for their
decision, it forms part of one proposed development; i.e. should these
two environmental applications be approved, it will result in one
industrial and commercial township being developed.
The proposed development will involve the development of associated
infrastructure such as roads, water services and waste removal.
Urban Dynamics Inc appointed Strategic Environmental Focus (Pty) Ltd
(SEF) as an independent environmental consultancy to facilitate this
Basic Assessment (BA) including the public participation process. In
terms of Sections 24 and 24(D) of the National Environmental Management
Act, 1998 (Act No. 107 of 1998), as amended, and as read with
Government Notices R385 (Regulations 22 – 26) and R386, a Basic
Assessment is required for the following listed activities:
Item 1(k) The construction of facilities or infrastructure,
including associated structures or infrastructure, for the bulk
transportation of sewage and water, including storm water, in pipelines
with an internal diameter of 0.36m or more; or a peak throughput of 120
litres per second or more.
Item 1(l) The construction of facilities or infrastructure,
including associated structures or infrastructure, for the transmission
and distribution of electricity above ground with a capacity of more
than 33 kilovolts and less than 120 kilovolts.
Item 1(m) The construction of facilities or infrastructure,
including associated structures or infrastructure, for any purpose in
the one in ten year flood line of a river or stream, or within 32
metres from the bank of a river or stream where the flood line is
unknown, excluding purposes associated with existing residential use,
but including – (i) canals; (ii) channels; (iii) bridges; (iv)
dams; and (v) weirs.
Item 1(s) The construction of facilities or infrastructure,
including associated structures or infrastructure, for the treatment of
effluent, wastewater or sewage with an annual throughput capacity of
more than 2 000 cubic metres but less than 15 000 cubic metres.
Item 12 The transformation or
removal of indigenous vegetation of 3 hectares or more or of any size
where the transformation or removal would occur within a critically
endangered or an endangered ecosystem listed in terms of section 52 of
the National Environmental Management: Biodiversity Act, 2004 (Act No.
10 of 2004).
Item 15 The construction of a
road that is wider than 4 metres or that has a reserve wider than 6
metres, excluding roads that fall within the ambit of another listed
activity or which are access roads of less than 30 metres long.
Item 19 The development of a new
facility or the transformation of an existing facility for the
conducting of manufacturing processes, warehousing, bottling,
packaging, or storage, which, including associated structures or
infrastructure, occupies an area of 1 000 square metres or more outside
an existing area zoned for industrial purposes.
A Basic Assessment is being conducted to ensure that the environmental
impacts that may be associated with the proposed development are taken
into consideration. Interested and affected parties (I&APs) have an
opportunity to comment by providing issues of concern and/or
suggestions for enhanced benefits and/or alternatives; and to ensure
that the Competent Authority, the Gauteng Department of Agriculture,
Conservation and Environment (GDACE), has sufficient information to
make a decision.
Should you wish to participate in the BA by contributing issues of
concerns/comments, please register as an I&AP by completing the
enclosed Registration and Comment Sheet on or before Monday, 25 August
