phase of the Scoping and
Environmental Impact Assessment process and for their time and effort

project. Rest assured that all the comments raised were passed on to
the technical specialists for
investigation and captured in an Issues and Response Report.
The Issues and Response Report forms part of the Draft EIA Report,
which is available for public
review from Monday, 08 February 2010 to Wednesday, 10 March 2010 at
local venue in the
area (see Table 1 below) and on the SEF web site (see below for more
information).

Urban Dynamics proposes to establish an industrial and commercial
development in Gillimead.
The proposed site for the industrial and commercial development is
located on Portion 16 and 19
of the farm Sterkfontein 401 JR and on Gillimead Agricultural Holdings
1 to 16 in Gillimead,
Kungwini Local Municipality, Gauteng Province.
The Ekurhuleni, Tshwane and Kungwini Municipalities have recognized the
need for industrial and
commercial developments in close proximity to the airport and have
therefore earmarked the R21
as a corridor for such developments. It is highly accessible to the
airport and it will support the
existing industries.
Urban Dynamics appointed Strategic Environmental Focus (SEF) (Pty) Ltd
as an independent
environmental consultant to facilitate the Scoping and Environmental
Impact Assessment (EIA)
including the public participation process. In terms of Sections 24 and
24(D) of the National
Environmental Management Act, 1998 (Act No. 107 of 1998), as amended,
and as read with
Government Notices R .385 (Regulations 22 – 26) and R .386 a Scoping
and EIA are required for
the following listed activities:
Government Notice No 386 of 2006, 21 of 2006:
Item: 1 The construction of facilities or infrastructure,
including associated structures or
infrastructure, for
(k) the bulk transportation of sewage and water, including storm water,
in pipelines
with an internal diameter of 0.36m or more; or a peak throughput of 120
litres per
second or more;
(l) the transmission and distribution of electricity above ground with
a capacity of
more than 33 kilovolts and less than 120 kilovolts;
(m) any purpose in the one in ten year flood line a river or stream, or
within 32 metres
from the bank of a river or stream where the flood line is unknown,
excluding
purposes associated with existing residential use, but including – (i)
canals; (ii)
channels; (iii) bridges; (iv) dames and (v) weirs;
(s) the treatment of effluent, wastewater or sewage with an
annual throughput
capacity of more than 2000 cubic metres but less than 15000 cubic
metres.
Item: 7 The above ground storage of a dangerous good, including
petrol, diesel, liquid
petroleum gas or paraffin, in containers with a combined capacity of
more than 30
cubic metres but less than 1000 cubic metres at any one location or
site.
Item: 12 The transformation or removal of indigenous vegetation of 3
hectares or more of
any size where the transformation would occur within a critically
endangered or
endangered ecosystem listed in terms of section 52 of the National
Environmental
Management: Biodiversity Act, 2004 (Act No. 10 of 2004)
Item: 15 The construction of a road that is wider than 4 metres
or that has a reserve wider
than 6 metres, excluding roads that fall within the ambit of another
listed activity or
which are access roads of less than 30 metres long.
Item:19 The development of a new facility or the transformation
of an existing facility for
the conducting of manufacturing processes, warehousing, bottling,
packaging, or
storage, which, including associated structures or infrastructure,
occupies an area
of 1 000 square metres or more outside an existing area zoned for
industrial
purposes.
Government Notice No 387 of 2006, 21 of 2006:
Item:
1
The construction of facilities or infrastructure, including associated
structures or
infrastructure, for
(a) the generation of electricity where the electricity output is
20 megawatts or more;
or the elements of the facility cover combined area in excess of 1
hectare
(l) the transmission and distribution of above ground electricity with
a capacity of 120
kilovolts or more;
Item: 2 Any development activity, including associated structures and
infrastructure, where
the total area of the developed area is, or is intended to be, 20
hectares or more.
Item:5 The route determination of
roads and design of associated physical infrastructure,
including roads that have not yet been built for which routes have been
determined
before the publication of this notice and which has not been authorised
by a
competent authority in terms of the Environmental Impact Assessment
Regulations, 2006 made under section 24(5) of the Act and published in
Government Notice No. R 385 of 2006, where –
(a) it is a national road as defined in section 40 of the South African
National
Roads Agency Limited and National Roads Act, 1998 (Act No. 7 of 1998);
(b) it is a road administered by a provincial authority;
(c) the road reserve is wider than 30 metres; or
(d) the road will cater for more than one lane of traffic in both
directions.
The Scoping and EIA will be conducted to ensure that the environmental
impacts that may be
associated with the proposed project are taken into consideration;
interested and affected parties
(I&APs) have an opportunity to comment by providing issues of
concern and/or suggestions for
enhanced benefits and/or alternatives; and to ensure that the Competent
Authority, the Gauteng
Department of Agriculture Conservation and Environment, has sufficient
information to make a
decision.
Should you wish to participate in the Scoping and EIA process by
contributing issues of
concerns/comments, please register as an I&AP by completing the
Registration and Comment
Sheet on or before Monday, 12 November 2007.
